The Bush Administration relies on preemption defined as, "the strategy of attacking an enemy in order to prevent that enemy from attacking first." But an alternate definition of the term is, "the occupation of land in order to have the right to buy it later, or the right to buy that is gained in this way." So it turns out that the Doctrine of Preemption is not new, but is well grounded in the expansionist traditions of American history.
