Philosophers' Imprint...
...is a fairly new, free, online philosophy journal. Also, it's refereed and edited by the philosophy faculty at the University of Michigan. On their description page they write that, "The mission of the Imprint is to promote a future in which funds currently spent on journal subscriptions are redirected to the dissemination of scholarship for free, via the Internet."
Which sounds like a good idea to me.
